Director's Message
17 March 1986
My Co-Workers in the NBI:
Pursuant to Presidential Appointment dated 13 March 1986, I hereby assume direction and control of the National Bureau of Investigation effective this date.
Rebuilding from the ruins left by the previous regime which wrought havoc upon our institutions of truth, honor, and justice, demands selfless dedication even above and beyond the call of duty from all of us.
I therefore require utmost fidelity to honesty, to the constant need for professional competence and growth, and to our President's call for leadership by example.
Remember that nothing breeds lawlessness more than the lawless enforcement of the law. We are not a police state. The people, whom we have sworn to serve, are sovereign. Hence, keep always in mind that it is not for the citizen to prove his innocence, but rather for us, as peace officers, to prove, where due, that a person has a derogatory record or is probably guilty of an offense.
Morale is indispensable if we are to accomplish, faithfully and well, our mission to provide investigative and technical assistance in the ministering of justice to our people. This can be ensured only by giving each and everyone of you, his due. This, I shall do.
Loyalty is a two-way affair. I assure you of mine; and shall endeavor to earn yours.
With your support, I am confident that we shall make our motto—NOBILITY, BRAVERY and INTEGRITY—a living reality.
May God bless you all.
